Terms of Service

Effective and last updated: 2026-08-27

These Terms govern your access to PursuitHarbor. By creating an account, purchasing a plan, or using the service, you agree to them. You must be legally able to enter this agreement and provide accurate account information.

1. The service

PursuitHarbor organizes public-source government contracting notices, creates explainable opportunity matches, and provides workflow tools. PursuitHarbor is an independent service and is not affiliated with, endorsed by, or acting for SAM.gov or any government agency.

2. Verification and professional judgment

PursuitHarbor is a research starting point, not legal, procurement, accounting, tax, or other professional advice. Public data may be incomplete, delayed, amended, or inaccurate. You are responsible for verifying every requirement, deadline, certification, set-aside, and notice with the issuing agency and for deciding whether and how to pursue an opportunity. We do not guarantee eligibility, award, revenue, accuracy, or uninterrupted availability.

3. Accounts and acceptable use

You are responsible for account security and activity under your account. You may not misuse the service, interfere with its operation, attempt unauthorized access, introduce malicious code, scrape it in violation of applicable law, or use it to violate another party's rights.

4. Your content

You retain ownership of information you submit. You grant PursuitHarbor permission to host, process, and display that information as needed to operate and improve the service. Do not submit information you lack the right to use.

5. Subscriptions, cancellation, and refunds

Paid plans renew automatically at the disclosed interval until cancelled. You may cancel through the customer billing portal, and cancellation takes effect at the end of the current billing period. Payments are non-refundable and no prorated credits are provided, except where required by law. Taxes may apply.

6. Third-party services

The service depends on third parties, including public data providers, hosting, email, database, and payment services. Their availability and terms are outside our control. Links to government notices are provided for verification and convenience.

7. Intellectual property

PursuitHarbor and its software, design, branding, and original content are protected by applicable intellectual-property laws. Except for the limited right to use the service under these Terms, no rights are transferred to you.

8. Disclaimers and limitation of liability

To the fullest extent permitted by law, the service is provided “as is” and “as available,” without warranties of merchantability, fitness for a particular purpose, non-infringement, or accuracy. PursuitHarbor will not be liable for indirect, incidental, special, consequential, exemplary, or lost-profit damages, or for decisions made using service information. Our total liability for claims relating to the service will not exceed the greater of $100 or the fees you paid during the 12 months before the claim.

9. Suspension and termination

We may suspend or terminate access for material violations, security risks, nonpayment, or unlawful use. Provisions that by their nature should survive termination will survive.

10. Governing law and changes

North Carolina law governs these Terms, without regard to conflict-of-law rules. Disputes will be brought in courts with jurisdiction in Wake County, North Carolina, unless applicable law requires otherwise. We may update these Terms prospectively and will post the revised effective date. Material changes may require renewed acceptance.
